Galaxy Club (RRTC, NE-1) 

BRIEF SUMMARY OF WORK UNDERTAKEN BY RRTC NE-1 (Assam & Manipur) April 2003- March2004

RRTC NE-1 under Galaxy Club, Imphal is undertaking various activities in collaboration with different agency like National Institute for Social Defence (NISD), Ministry of Social Justice & Empowerment (MoSJE), National AIDS Control Organization (NACO) United Nations Office for Drugs and Crime (UNODC), Social Welfare Department (SWD), State AIDS Control Society (SACS), Non Governmental Organisations (NGOs), Governments, Community Based Organizations (CBOs) and Self Help Groups (SHGs). It takes Drug Abuse as challenge that needs involvement of all at all level. It has started networking with various agencies comprising of NGOs/GOs/SHGs/ Community located at Assam & Manipur to advocate for effective intervention and sustainability. Besides, RRTC NE-1 takes capacity building as a very important component to strengthen the skills/knowledge of personnel involved in the intervention.

  TRAINING
April 2003  
17 April 03   One day Training on " Report Writing" was conducted at Social Care Ministry.
    It was participated by 6 (1female, 5male) and facilitated by 1facilitator.
     
June 2003    
12-13 June 03  

Two Days Follow-up Training for Peer Educator was held at RRTC NE-1 office at Singjamei Mathak Chongtham Leikai. It was participated eighteen Peer Educator (8 male, 10 female) and facilitated by 5 facilitators (2 male, 3 female).

   

Dr. A. Jayanta Kumar, Director RRTC facilitated o Overdose Management, Mr. A. Basanta Kumar, Co-ordinator, RRTC on Counselling, Ms. Ksh. Getila, State support person, UNODC on Self Help Group Management, Ms. Nutan Nongthombam on Peer Educator: its role and responsibility and Ms. Ksh. Jibanmala on Group Discussion and Reporting.

    Problem shared by the Peer Educators:
- to conduct group discussion especially among current user
- to facilitate forming self-help group
- to report
- to counsel
- Communication
- Networking
- of Overdose Management
- Inconvenient communication
- Can't give medical support to the clients
During the session, there was discussion how to face the problem through role-play, group discussion, case study, etc.
   
Future planning as worked out are as follows

RRTC to meet Peer Educator at least once a month
Review training for every two month.

One day training on " Group Discussion " was held at Meitei leimarol Shingnai Shang. It was participated by 10 participants(4female, 6 male) and 1 facilitator.

30 September 03  

One day training on parenting skills was conducted among the Self-Help Group members. 10 spouses of IDUs attended the training. Through participatory approach, the importance of parenting skills, how to identify addictive behaviour among children, role of parents, etc. were highlighted and discussed.

A training on " Focus Group Discussion" was conducted at Care Foundation . It was attended by 10 participants(2female, 8male) and facilitated by RRTC staff.

A training on " Focus Group Discussion" was conducted at Manipur Network of Positive people . It was attended by 12 participants(6female, 6male) and facilitated by RRTC staff.

A three days training on Peer Educator on HIV/AIDS was conducted at RRTC NE-1 Training Hall. It was attended by 28 participants(11female & 17 male) and facilitated by 6 resource person(2female, 4male)

15 January 04  

One day follow up training was conducted at RRTC NE-1 training Hall. It was attended by 10 participants (2female, 8male) and facilitated by RRTC staff.

16-20 February 04  

Five days Training on HIV/AIDS was held at Conference Hall, Khuman Lampak in collaboration with MoSJE & NACO.The training was participated by 27 participants (9female,18male) and facilitated by12 (3 female, 9 male) resource persons

23 Feb-23 Mar 04  

A month Training Course on "Alcoholism & Drug Abuse Prevention " was ongoing at Youth Centre, Khuman Lampak from 23rd Feb. - 23rd Mar 2004. The training was 0rganised by RRTC NE-1 (GCI), Imphal and sponsored by NISD/MoSJE, New Delhi. The training was attended by 25 (2Female, 23 Male) participants, one from Meghalaya, and two from Nagaland.

28 February 04  

One day Training on Reporting was conducted at Social Care Ministry. It was participated by 11 participants (6 female, 5 male) and facilitated by RRTC staff.

16-20 Mar 04  

Five days Training on HIV/AIDS was held at Conference Hall, Youth Centre, Khuman Lampak in collaboration with NACO/MoSJE among the NGOs under the MoSJE working for Drug abuse Prevention (Assam & Manipur). The training was participated by 25 participants (9female ,16male) and facilitated by12 (3 female, 9 male) resource persons.

23 Feb-23 Mar 04  

A month Training Course on "Alcoholism & Drug Abuse Prevention " was held at Youth Centre, Khuman Lampak from 23rd Feb. - 23rd Mar 2004(completed). The training was organized by RRTC NE-1 (GCI), Imphal and sponsored by NISD/MoSJE, New Delhi. The training was attended by 25 (2Female, 23 Male) participants, one from Meghalaya, and two from Nagaland and facilitated by 28 Resource person (6Female & 22 Male). 29 Mar-2 April 04

Meeting on " Terms of References for Networking with De-addiction & Counselling Centre was organised by RRTC NE-1 at RRTC Training Hall, Singjamei Mathak Chongtham Leikai.

   

It is utmost important to kept a standard of services. Now the NGOs working in the field of Drug Abuse Prevention was encouraged to maintain minimum standard of services as per the guideline of Ministry of Social Justice and Empowerment. In the North-east region, RRTC NE- 1 (Assam & Manipur) has developed a format to assess minimum standards of services of De-addiction Centre & Counselling Centres in the region. A one-day meeting was held to discuss on the term of references of Networking with De-addiction Centre & Counselling Centres on 20th September 2003 at the RRTC NE-1 Training Hall, Imphal. Chief functionary and representatives of five NGOs namely Anand, Project Director of Kripa Foundation, Kishorchand, Project in-charge of Integrated Women and Children Development Centre, Gautam, Project Co-ordinator of Sneha Bhavan, Maharabi, Secy. of United Voluntary Youth Council and Romen, project in-charge and Basanta, Social Worker of Divine Light networking with RRTC NE-1 attended it. Four staffs of RRTC namely.

Director RRTC, Dr. A. Jayanta Kumar held a meeting with Director Social Welfare Department in connection with the observance of the 16th International Day Against Drug Abuse and Illicit Trafficking.

Dr. A. Jayanta Kumar, Director RRTC participated in Panel Discussion conducted at Doordarshan Kendra Imphal in connection with the observance of the 16th International Day Against Drug Abuse and Illicit Trafficking.

RRTC NE-1 has observed the 16th International Day Against Drug Abuse and Illicit Trafficking under the theme : " Let's talk about drugs " on 26th June, 2003 with the following comprehensive activities:

   

A state function was held at 11.00a.m. at Gandhi Memorial Hall in collaboration with Social Welfare Department , Manipur State AIDS Control Society and Non-governmental Organisation. Dr. Chalton Lei Amo, Minister of Health ad Mr. Koruthang, Minister of Social Welfare, A. Nabachandra Singh, Director of Social Welfare, Dr. I. Ibohalbi Singh Graced the function as Chief Guest, President and Guest of honour respectively . More than 1000 audience the function from NGOs/CBOs/ Individuals/ Medias, etc.

    The function was initiated by presenting Garland and Badge to all the dignitaries. Dr. Chalton Lei Amo lighted the inaugural Lamp.
   

Mr. Nabachandra, Director of Social Welfare, than delivered his welcome speech. He highlighted the present scenario of Drug Abuse and stressed the importance of getting awareness of drug addiction by one and all.

   

Dr. Ibohalbi, Deputy Director of Manipur State AIDS Control Society, stressed on the current scenario of women & children in the Drug Abuse and networking with NGOs/GOs/CBOs for advocacy.

    Dr. Chalto Lei Amo, Minister of Health, emphasized the importqnce of dealing the root causes of drug addiction.
    Mr. Loruthang, Minister of Social Welfare, stated that NGOs should collaborate to curb the menace of illicit drug trafficking.
    Mr. Miranjan, Project Manager of CSD gave the vote of thanks.
    The function was a platform that highlighted NGOs/GOs network and work for the Drug Abuse and illicit Trafficking.
   

A panel discussion conducted among A. Nabachandra Singh, Director, Social Welfare, Dr. I. Ibohalbi Singh, Deputy Director, MACS, Dr. A. Jayanta Kumar, Director, RRTC, and Mr. Gourakishore Singh, SDPO, Imphal East at Doordarshan Kendra, Imphal was telecasted.

   

A Documentary film " Let's talk about Drugs " was produced and telecast on ISTV, a local cable network. The film highlighted the present scenario of Drug Abuse and Illicit Trafficking and the role of NGOs/ GOs in combating it.

    The Divine Light De-addiction Centre has also observed the day with a discussion on " Let us talk about drugs " among the inmates.
    A Poster Campaign " Let's talk about Drugs " was conducted among 30 NGOs ad SHGs. Leaflets were also distributed among them.

Director, RRTC went to Shillong for facilitating session on Five Days Training on " Peer Education Training Programme for Substance Abuse & HIV/AIDS organised by Kripa Foundation, Shillong and sponsored by MoSJ&E/ UNODC from 30th June to 4th July was held at UNODC office, shillong Organised by Kripa Foundation, Shillong. Dr. A. Jayanta, Director, RRTC NE-1 facilitated the training programme on session Peer Education, Self-Help Group formation, Networking and Reporting. The training helped in strengthening networking among the RRTCs by exchanging resources among themselves.

7 July 03  

Director, RRTC attended the inauguration of the De-addiction Camp at Assam Rifle at Laitkor, Shillong Dr. Manju Khanna, Project Co-ordinator, UNODC, Shillong, Col. Shiv Charan Singh, Deputy Director (Medical) of the Assam Rifle also attended the inaugural function of the De-addiction camp is one of the effective approaches to deal drug abuse prevention. It offered treatment at the doorstep reaching the people who never thought of taking or getting help otherwise. Drug Abuse at workplace has been a concern. It was worth beginning to organise De-addiction Camp by the Army for the armed personnel's RRTC look forward to such initiative.

RRTC staff participated II Asian Youth Congress " Youth at the Front Lines " Maldives. The Congress was sponsored by Colombo Plan Secretariat and organised by Narcotics Control Board (NCB) and Ministry of Youth Affairs & Sports, Maldives and supported by the Bureau for International Narcotics and Law Enforcement Affairs (INC), Us Department of State. She presented a model programme on Drug Abuse prevention under E-41 Project " Advocating Drug Abuse Prevention amongst Youth through Peer Approach ".

26 June 03   A women self-help group (SHG) has conducted participatory awareness programme on the topic " Relapse Prevention "
   

" Attitude to widows of " Injecting Drug Users ", and " Role of widows in bringing up their children free from Drugs at Singjamei Thokchom Leikai at 1.00p.m. Miss. Sarita, Peer Educator, facilitated it. It was participated by 18 women comprising of spouses of IDUs and community.

   

The strategy to prevent relapse were summarized as : avoid his past drug addicts friends, avoid recalling past mistakes, avoid any forms of drugs, encourage vocational rehabilitation and involve in family discussion.

   

The attitude to widows of injecting Drug Users were highlighted as : lookdown by the family question their mobility, dress and suspicion of HIV infection. Strategies to deal it were : vocational rehabilitation, self esteem, awareness on gender and HIV/ AIDS among the community and themselves.

   

The role of widows to bring up their children free from drugs were discussed as positive role model, quality time with children, pay attention to their behaviours, avoid from drugs.

26 June 03  

Emoinu, a women self help group has discussed "How to rehabilitate a drug addict " at Chingamakha Liwa Road at 1.00p.m. Miss. Pratima, peer Educator facilitated it. It was participated by 17 women comprising of spouses of IDUs and community.

   

The strategies to rehabilitate were as : take professional help recognizing addiction as disease, discuss the problem of addiction in the family, and introduce to self-help group.

    It was very heartening to see women and community taking interest to participate in the discussion.

WISE has conducted a public campaign at Singjamei Parking. The programme concluded with entertainment consisting songs. It was attended by more than 1000 youths/ NGOs/ CBOs and photos.

Future Development Group has also conducted entertainment cum awareness at Kwakeithel Bazar. It was attended by more than 1000 youths/ NGOs/ CBOs.

    The programme had encouraged youths and masses to know about Drugs Abuse and Illicit Trafficking through entertainment.
